Dont know about where you are, but where I come from alcohol in a "brown paper bag" was a legal issue, if you stand in the park and drink from a bottle not in a bag it was illegal. If you put it in a brown paper bag you were ok. As long as it wasnt an exposed bottle you werent "openly consuming alcohol in public".

While that is true, it isnt always a brown bag. In Bklyn we would say something like "I'm gonna be brown baggin it in the park" meant you were going to drink in the park, usually beer, in a brown bag so the cops wouldnt hassle you. But it could also be a pint of cheap wine or a pint of cheap whiskey.
