With an uncharacteristic aysmptomatic prodromal period of 5-7 days, individuals returning from China to other countries must be forthright and cooperative in their now-prescribed 2-week quarantine.

With the coronavirus death toll at 420 and counting, the U.S. just imposed a federal quarantine for the first time in more than 50 years,the New York Times reports.
The quarantine effort involves four U.S. military bases in Texas, California and Colorado that are "preparing to house American citizens for up to two weeks as part of a highly unusual federal effort aimed at slowing the spread" of the virus. The measures stem from a White House order "that as of Sunday afternoon, any American citizen who in the last two weeks had visited the Hubei province, whose capital city is Wuhan, was subject to a quarantine of up to 14 days after arriving in the United States."
The military sites include Travis Air Force Base, Calif.; Joint Base San Antonio-Lackland, Texas; Fort Carson, Colo.; and Marine Corps Air Station Miramar, Calif. More from the Defense Department, here.
So far, "The only people under federal quarantine were fewer than 200 people who had been in Wuhan, China, the epicenter of the coronavirus outbreak, and were flown to a base in Riverside, Calif., last week," the Times reported Monday.For the record, "The federal government has the power to declare a quarantine under the 1944 Public Health Service Act, an authority that derives from the commerce clause of the Constitution," the Times notes. "But the federal government's quarantine authority is effectively limited to people coming into the country at the border, and it has rarely been exercised." I'm sure there were some nuances lost in the translation, but the Xi saying it's a 'threat to societal stability' is quite the statement to ponder. It has pretty big implications for both the seriousness of the illness AND geopolitics in general. Anyone else trying to figure out how the death of 400 citizens out of a billion people is a threat to societal stability?Yesterday, President Xi convened a second meeting of the Politburo Standing Committee, China's highest governing body. The public meeting marked Xi's second appearance before the Chinese people since the coronavirus outbreak. According to reports in Chinee state media, Xi declared the outbreak "a major test of China's system and capacity for governance and we must sum up the experience and draw a lesson from it," while declaring the outbreak a threat to societal stability. As we reported yesterday, Xi also warned local officials that they would be punished if they failed to suppress the virus, or if they slowed down the government's efforts to fight the virus for the sake of "formalities" and "bureaucratism," according to the New York Times.
Already, more than 400 local officials have already officially punished for dereliction of duty, despite complaints from some (including the Mayor of Wuhan) that Beijing tied their hands.
Punishing local officials if they fail to suppress the virus is another interesting one. Exactly what kind of punishment are we talking about? What means do most local officials have for suppressing such an outbreak aside from limiting travel, but even then limiting travel isn't going to suppress the virus within that local official's area of responsibility. Given this directive from Xi, and given what we already know about Chinese culture, is anyone still buying the official infection and death toll numbers?

China just completed a second new rapid build hospital in Wuhan.
For people saying that the Coronavirus is no 'worse than the flu', I can't help but ask 'do Chinese people get the flu'? If Chinese people get the flu just like we do in the US, then why would China need two additional rapidly built hospitals to deal with a Coronavirus that is no worse than the flu? This should more or less be a typical load for the Chinese health care system. I suppose the flu PLUS Cornovirus would mean a higher than normal load on the system, but two new rush hospitals....?
Lots of mixed signals coming from China.
