Cheryl Dinolfo has spoken at some Monroe County SCOPE meetings and seems to be a supporter of our 2nd amendment rights. Now that she's county executive instead of county clerk, I'm not sure she has as much sway over the pistol permit application and records keeping procedures. But, I figure she's intimately familiar with the county clerk position so i sent her an email via her campaign website asking a few questions about the 2018 SAFE deadline. Anyone know if there's a better way to reach her?
My questions were:
1: Does the state have a centralized database of pistol permit records?
2: Will the state request pistol permit records from all the counties after the 2018 deadline for cross referencing?
3: Will the counties (Monroe specifically) all provide their permit holder information to the state if requested?
4: Will the permit record confidentiality forms many of us filled out to keep our information private be any kind of obstacle to the state getting permit records from the counties?
As far as I can tell, the permit renewal deadline will be the next test for NYS gun owners. Questions 1-3 were what I originally wanted to ask, and question 4 occurred to me as I was writing the email. The exact wording of the "public records exemption form" can be seen here:

It says "pursuant to section 400.00 (5) (b) of the NYS Penal Law under the heading.

I'm not a lawyer, and I have no idea if any of these questions are embarrassingly dumb. I doubt the state would have created a way to prevent itself from legally accessing permit records, but there are a lot of dumb things in the SAFE act.
