The official explanation is that someone at AT&T made an error that crashed the cellular service of AT&T and the other smaller carriers that use the AT&T cellular network. The reason all major carriers seems to be showing issues on Downdetector is that people on the other networks that were trying to reach people on the AT&T network couldn't get through, and were reporting a problem.
