I'm at my sister-in-law's in Scranton. Her very clean 3 year old GE dishwasher isn't working properly despite its pristine physical condition. She's not very handy, and it looks like she's just going to upgrade instead of repairing it. I'll be transporting the old dishwasher back to Rochester for disposal tomorrow since I have a truck. If anyone wants it to try to fix let me know. It sounds like someone attempted to replace the solenoid valve and that didn't fix it. The next thing I'd try is the float switch, but I don't know much about appliance repair. I'll be heading back to Rochester with it tomorrow afternoon if anyone is interested.
