Permit or License?

So my folks say pistol permit! What I carry in my wallet says State of New York
County of Saratoga
LICENSE TO CARRY PISTOL
IS HEREBY GRANTED TO
XXXXX X XXXXXX
So I am Licensed To Carry! I am not being Permitted to Carry it's just a pet peeve of mine! Am I wrong?
