      I'm pretty sure it's because there is no permit issued in VT since they are the only TRUE constitutional carry state. Arizona is constitutional carry also, but they issue a permit. Apparently KY just wants you to have an ID card for carry. JMO

              What do you mean by true constitutional carry? N.H., for example, just passed a law this year that makes it a constitutional carry state.

                  Both Arizona and Vermont are constitutional carry states. However, AZ requires a physical permit. Notice how KY doesn't exclude AZ from their reciprocity? Yet KY excludes VT from reciprocity. VT does not require a physical permit to carry there. My guess is that KY will honor reciprocity with any other state that issues permits to their residents.
