Rep. Richard Hudson (R., N.C.) clarified on Wednesday that his national concealed carry reciprocity bill would apply to permits issued by states to non-residents.
After Hudson introduced the Concealed Carry Reciprocity Act of 2017 last week, questions were raised about whether it would apply to permits issued by some states to non-residents. In an interview with the Free Beacon, Hudson confirmed that permits issued by any state to residents or non-residents would have to be recognized by all other states under his legislation.
“My legislative intent is to ensure a non-resident carry permit is recognized, and I’ve confirmed this with legislative counsel and Judiciary Committee staff,†Hudson said.
Many gun owners in states that use a “may issue†permitting process, such as California or New Jersey, are not able to obtain concealed carry permits from their home state—even if they’ve passed a background check and met the training requirements—since the final decision in those states is left at the discretion of government officials. However, those same gun owners may be able to obtain a non-resident permit from a state with different gun laws. Under Hudson’s proposal, that permit would allow them to carry across the country—including in their home state.
I'm thinking everyone should wait until the absolute last minute to 'renew' their New Yorkistan pistol permits. Nevada and Florida permit courses might become a hot business during 2017.

I would only suggest not renewing IF YOU DO NOT RECEIVE A LETTER .. i.e. Legal Notice of a need to renew

I would argue against this a bit. Just because you voluntarily applied you do not grant in perpetuity the right of the government to govern your right.
The 2nd Amendment specifically states shall not be infringed. Patent law is the only place I have seen a legal definition of infringed. They liken it to trespassing on ones property. I am able to grant permission onto my land and revoke it at anytime. I can answer questions of police and at anytime request a lawyer.
So IMO we are allowed to be regulated in terms of firearms by complying.... However non compliance should not be enforceable because we revoke the our allowance to be regulated.

Should this by some act of God, become law, I'm thinking there will be a whole lot of NY permits that do not get recertified. Question is, what happens when said NY permits are revoked: does the goon squad come to take your guns? The NYSP and county clerks have no way of knowing who has a non-resident permit from another state so things could get complicated/ugly very quickly! Or will the jackbooted thugs politely wait for me to produce my PA/FL/UT permit after they kick my door in during the middle of the night?

reality is, just like your Drivers License--
once You agree to be Regulated, that's it
the other pressing matter is that you will be tried in a Legislative Court that derives jurisdiction from Statute
and,
as such, only hears Statutory matters

Do you need a permit in the state you're a resident in order to get a non-res permit from another state?

In my "Non-NDG" opinion, this is a good thing. The more of a pain in the rear it becomes the harder it will be to enforce. My understanding is the whole reason we have "anchor babies" in this country is because accurately determining the citizenship of parents was too much of a pain in the rear for the hospitals delivering the babies. The county clerks are already complaining about the added burden of certain aspects of the SAFE act. Just wait until they are told to handle this nonsense.

How do you figure? If this national reciprocity bill passes, enforcing SAFE permit renewals is going to become a colossal waste of taxpayer money and government time.
So what happens to residents of states that don't require a permit, such as VT? Will they be permitted to carry nationwide with no permit (as that is their resident state's requirement)?

Doubtful. My guess is they'll have to get a permit from some state.
This law should get all kinds of interesting conversations started at the national level. I'm very curious to see how they plan on handling the nuts and bolts involved.
