Didn't Canada already try some sort of universal registration scheme that didn't go so well?

My impression is that plenty of rural Canadians aren't thrilled to be ruled by their urban elites. Kinda like the situation with NYC dictating law for upstaters. Will be interesting to see how this plays out considering the recent trucker convoy.
