There's a lot to unpack in that article, and I'm sure there will be unintended consequences of these changes.
Aside from providing shelter for certain homeless people, there is also the issue of the jails and prisons handling people with mental health problems. Putting all these people out on the street is sure to create additional problems for a variety of citizens, businesses, and institutions.
Naturally if violent crimes become more common, these policy changes won't be blamed. Instead we'll probably get more gun control laws restricting the ability of law abiding citizens to protect themselves from all the criminals not being jailed.

Long gone are the days when a sympathetic judge could do an impoverished person a favor by incarcerating them for 90 days in the cold winter months. For that same person to get “three hots and cot†the down-state liberals hope the soon-to-be-empty correctional facility might better be turned into a homeless shelter. This is not an exaggeration. Washington County, NY has implemented only some of these new criminal justice reforms and their jail population has shrunk by 50%.
