    Question.....how are they going to enforce the prohibition of transfer on "grandfathered" firearms unless there is a national registry of every single firearm currently in existence prior to implementation of this proposed legislation? F ukking dumbazz politicians.


    SEC. 5. Background checks for transfers of grandfathered semiautomatic assault weapons.

    “(t) (1) Beginning on the date that is 90 days after the date of enactment of the Safer America for Everyone Right Now Act, it shall be unlawful for any person who is not licensed under this chapter to transfer a grandfathered semiautomatic assault weapon to any other person who is not licensed under this chapter, unless a licensed importer, licensed manufacturer, or licensed dealer has first taken custody of the grandfathered semiautomatic assault weapon for the purpose of complying with subsection (s). Upon taking custody of the grandfathered semiautomatic assault weapon, the licensee shall comply with all requirements of this chapter as if the licensee were transferring the grandfathered semiautomatic assault weapon from the licensee’s inventory to the unlicensed transferee.



    “SEC. 108. Notification to law enforcement agencies of prohibited purchase or attempted purchase of a grandfathered semiautomatic assault weapon.

    “(a) In general.—In the case of a background check conducted by the National Instant Criminal Background Check System pursuant to the request of a licensed importer, licensed manufacturer, or licensed dealer of firearms (as such terms are defined in section 921 of title 18, United States Code), which background check determines that the receipt of a grandfathered semiautomatic assault weapon (as defined in section 921(a)(49) of title 18, United States Code) by a person would violate subsection (g) or (n) of section 922 of title 18, United States Code, the System shall notify the law enforcement agencies described in subsection (b), including in a case where such a determination is made after 14 business days have elapsed since the licensee contacted the System.

    They propose a serial numbering scheme that creates serial numbers on newly manufactured guns indicating "post-ban" manufacture. How would one know if a "pre-ban" serial number was actually something that is considered an 'assault weapon" or merely a single shot break-open .22?

    1) voluntary registration by every legal gun owner of every gun they own, listing serial number and firearm type (maybe with pictures, like in CA for the "assault weapon" registry)?
    2) a new field on the NICS 4473 form that requires the submission of "firearm type" (and possibly a picture) along with the serial number?
    3) a government requirement that every firearm manufacturer in the world submit historical records for every single firearms ever manufactured indicating what kind of gun each serial number is assigned to?

    Bunch of ignorant bastards: "We'll just keep passing laws even though there's no way to enforce them".

        If the state level compliance we've seen is any indication, this legislation will amount to the feds pissing lots of taxpayer dollars into the wind. I wouldn't be surprised if more constitutionally minded states declare themselves some sort of firearm sanctuary state.

        The oath of office has become a joke, and as long as there's no punishment for proposing and passing unconstitutional laws, this will continue to be a losing battle on the legislation front.

              They pass many unconst. Laws
              here is the trick ...
              They do not enforce them for 20 years
              Thus no one litigates against such law

              Then it becomes black letter law

                  I've been saying for years that I hope like hell that a Federal SAFE Act gets passed. It's the only way we can get help from the rest of free America here in NY. We'd be the Brits on Dec 8th, 1941, falling to our knees saying thank God, they have to fight now.
